CCM on Thursday challenged all the ministers it had previously accused of incompetency but have yet remained in the cabinet following the recent reshuffle to use the opportunity to “reform and deliver to expectations’’.
The ruling party said, should they fail to deliver, they will be publicly criticised. Addressing a press conference in Dar es Salaam, the Secretary for Publicity and Ideology of the CCM National Executive Committee (CCM-NEC), Mr Nape Nnauye, defended the retention as an opportuniaty for them to change and deliver.
“This is an opportunity for them to work on the shortcomings that we had raised so they can be more effective in the execution of public duties. We believe all the ministers will fulfill their responsibilities and deliver according to expectations,” he pointed out.
He stressed that CCM will not hesitate to take stern measures against ministers and other government officials who will not change and become effective or those who will not fulfill their responsibilities. “It should be noted that their failure to fulfill their responsibilities amounts to sabotaging the CCM election manifesto.
The party will not tolerate any kind of betrayal. Staying quite will be detrimental to the party. We will not allow this,” he cautioned. Mr Nnauye noted that there are some government officials who hate being criticized.
Such civil servants should voluntarily quit as CCM will continue to monitor their performance and criticize them publicly.
He said the party will take the advantage of its majority in Parliament and the councils to ensure effective implementation of people’s development projects.
The CCM leader appealed to Tanzanians to give the new cabinet time to fulfill their respective responsibilities.
He, however, asked them not to hesitate in reporting to higher authorities when they see things going wrong. “We have high expectations that the new cabinet will not betray the ruling party’s election manifesto and will not betray the expectations of the public towards their government,” he added.
Mr Nnauye also defended the party’s Secretary General, Mr Abdulrahaman Kinana’s official tours across the country, noting that it was through the tours that the party discovered shortcomings linked to low performance of some government officials.
He added that since the party started the tours, its popularity has soared in addition to setting the pace for the speedy implementation of its manifesto.
President Jakaya Kikwete recently announced a “minor but fulfilling” cabinet reshuffle that retained ministers who had been described as “a burden” to the government, brought in several new faces and promoted a number of deputy ministers.
Announcing the reshuffle in Dar es Salaam, the Chief Secretary, Ambassador Ombeni Sefue, defended the “so-described as tainted-yet-retained” ministers as “not being responsible for the inefficiencies in their ministries.”
The “tainted” ones include Education and Culture Minister Dr Shukuru Kawambwa, Water Minister Prof Jumanne Maghembe and Agriculture, Food Security and Cooperatives Minister Christopher Chiza.
They have all retained their positions. Their deputies, except Mr Philipo Mulugo (Education and Culture), have retained their positions.
