Committee reinstates three candidates for TFF election


The Tanzania Football Federation (TFF) Election Appeal Committee has reinstated three candidates for the race of Executive Committee membership posts, during the federation’s general elections to be held in Dar es Salaam on October 27th this year.

Samuel Nyalla, Ayubu Nyaulingo and Ayoub Nyenzi had appealed before the committee headed by a judge of the Tanzania Court of Appeal, Bernard Luanda, against the TFF Election Committee decision to drop them from the race for various reasons.

Judge Luanda told journalists on Friday that after hearing arguments of the first appellant –Nyalla, they went through TFF Election Codes and discovered that Article 10 (3) has two main provisions in filing nomination forms, in which, the form must contain signature of the candidate and must be certified by federation officials.

He further said that the committee reviewed the TFF Election Codes and it did not notice nomination forms being enclosed as part of the Election Codes.

“The committee is of the opinion that it is good nomination forms became a part of the Election Codes,” he said.

Luanda also said that since TFF Election Codes of 2013 does not clearly state a kind of penalty that should be imposed against a candidate who fails or wrongly fill Form No. 1. The committee, he said, consider that it would be unfair to deprive a candidate an opportunity to participate in the election only because his/ her form was lacking some few components.

Nyalla was chopped off from the race by the TFF Electoral Committee allegedly for being reckless and was not capable of performing his duties carefully after failing to fill Form No. 1, as required by section 15, which demands a candidate to clearly state his/ her leadership targets.


The committee has also reinstated Nyaulingo, who was removed for lack of a proven experience in accordance with Article 29 (3) of the TFF Constitution and Regulation 9 (3) of the Election Codes.

“Appellant explained his history in terms of sports background at the University level from 2005 to 2009 and also his involvement in football as a Rukwa United player and effectively featured for the team in the Rukwa Regional League and other national leagues,” he said.

In regard to this, he said the committee was satisfied that Nyaulingo fulfils criterion needed in the leadership and administration of football.

“He has a five-year experience in the field,” Luanda said. Nyenzi, who was dismissed for lack of experience in accordance with Article 29 (3) of the TFF Constitution and Regulation 9 (3) of the Election of TFF, and also failed to prove his citizenship before Election Committee, has also been cleared to stand for the elections.

“After detailed analysis, the committee has noted that according to statements made by the appellant and supporting documents presented, the committee has no doubt about his citizenship. Proof of citizenship should be made with utmost caution by the governmental entities with authority to do so,” he said.

Luanda said his committee is also satisfied by Form number 1 completed and signed by the appellant that from 2004 until 2010, Nyenzi held football administration positions at Yanga, which qualifies him with the experience required to run for a TFF leadership position.
