The evaluation of district performance contracts, better known as Imihigo, begins today with Rulindo District in the Northern Province. The exercise will last three weeks countrywide.
While announcing the exercise at a news briefing in Kigali yesterday, Local Government minister James Musoni said the national evaluation team will involve senior officials and experts from public and private institutions as well as civil society.
“The aim is to help the country achieve its goals and improve its economic status through these institutions,” he said, adding that the exercise will not end in evaluation but will help identify obstacles to development.
“Districts will be advised to double efforts to achieve development goals. Local Governments are required to promote socio-economic transformation through team work,” he added.
Imihigo were introduced in 2006 at the start of the second phase of decentralisation as a tool to help promote service delivery.
