Kampala Councilors summoned for Lukwago vote


The Minister in charge of the Presidency and the Kampala Capital City Authority (KCCA), Frank Tumwebaze has summoned Authority councilors for a special meeting which is expected to debate and vote on the petition to remove  the Lord Mayor, Erias Lukwago from office.

The meeting will be held on Monday in the Authority Chambers at City Hall.

The meeting comes four days after four councilors representing professional bodies to KCCA) were sworn-in, ensuring that the Authority was fully constituted to put the matter to a vote.

The vote to remove Lukwago from office comes after a tribunal set up to investigate him established that he was guilty of incompetence, abuse of office, misconduct and misbehavior.

Headed by High Court Judge, Justice Catherine Bamugemereire, the tribunal cleared the process by councilors to proceed with their vote on his removal.

The councilors, who are part of the Authority that is KCCA’s top decision-making organ, are required to raise at least two thirds majority vote on a resolution to remove Lukwago.

If the resolution is passed, Lukwago will cease to hold the office of Lord Mayor, according to the KCCA Act, 2010.

In July, Lukwago’s lawyers challenged his impeachment process citing among others that the Authority was not fully constituted and key organs were inexistent.

Four councilors elected on Tuesday. They are Frank Kanduho (Uganda Law Society), Denson Nyabwana (Uganda Medical Association), Verna Mbabazi Mwinganisa (Uganda Society of Architects) and Kagyina Karuma (Uganda Institution of Professional Engineers).

They were sworn-in by the KCCA executive director, Jennifer Musisi on Thursday.

Lukwago’s lawyers led by Peter Walubiri have since challenged the tribunal report by way of an application in the High Court, seeking the Court to halt the process of impeaching Lukwago.

The case filed on Tuesday through five law firms will be heard by Justice Yasin Nyanzi.
