The High Court in Kampala has issued a warrant of arrest for President Yoweri Museveni’s adviser on political matters and former Mukono district RDC, Sikubwabo Kyeyune for failure to pay a sh81m debt.
His wife and daughter, who are his sureties are also wanted.
The three are accused of failing to appear before court to answer charges of issuing a bounced cheque which prompted High Court registrar, Cissy Mudhasi to issue the arrest warrant on Wednesday.
It is alleged that Kyeyune who served in Museveni’s government as RDC for over 20years issued a bounced cheque of sh60m to Twairi Sebaggala, a farmer and resident of Kasawo trading center Mukono district on April 2 this year.
The said money was allegedly payment for the supply of 120,000 coffee seedlings at sh500 each. But when Sebaggala presented the cheque in Orient Bank on June 5 this year for payment, it was reportedly dishonored.
Sebaggala says the initial sh60m accumulated to sh81, 180,000 at a 23% interest rate following Kyeyune’s refusal to honor his obligation.
Consequently, Sebaggala early last month went to court seeking redress.
That led to the arrest of Kyeyune on Monday at his home by court bailiffs. He was however released after presenting his wife and daughter as sureties in court.
In court, court registrar Cissy Mudhasi had asked Kyeyune to report in court the following day with the said money or deposit his title of land located in Namirembe, Mukono district as security to which he failed to honor.
When the case came up on Wednesday for further hearing, Kyeyune, his sureties and lawyer, Denis Nsubuga did not turn up.
This prompted Mudhasi to issue the warrant of arrest at the request of Sebaggala’s lawyer Gilbert Baguma who said Kyeyune had not informed him of his intended absence in court.
“We pray that the warrant of arrest be issued against the Kyeyune since he has failed to honor his obligation or appear in court as he had guaranteed. He has also not informed us of his reasons for his absence,” said Baguma.
