President Ali Mohamed Shein on Saturday called for ‘a people- centred approach’ in the implementation of Constituency Development Fund (CDF) projects.

Transparency and proper coordination of the funds is important,” said Dr Shein during a meeting to evaluate the performance of the Second Vice- President’s Office in the second quarter of the fiscal year (2013/2014).
CDF established last year, is one of the legacies of President Shein and each constituency is entitled to receive 15m/- annually for development of the community.
The main thrust of the Fund is to promote human and infrastructure development at community and constituency levels through the establishment of sustainable development projects.
Dr Shein appealed to officials from the Second Vice- President’s Office to make sure that people understand that they own CDF and are encouraged to be involved in planning and use of the funds. CDF aims at improving service delivery and bring government and the public closer together; increasing the effectiveness of the elected representative and the funds can be used for other projects in the constituency.
President Shein commended the Second Vice-President’s Office for implementing development plans in the first half of the fiscal year (June-December 2013), as he called for increased efforts alongside disaster preparedness and awareness to the people.
Ambassador Seif Ali Idd, Second Vice-President emphasised at the meeting that the usage of CDF monies must be transparent and every cent should be accounted for.
Dr Khalid Salum Mohamed, Principal Secretary, Second Vice- President, said about 21 development programmes worth 529.8m/- have been implemented in Pemba, while 184 projects under TASAF have been completed and 142 are still being implemented.
