A notice dated July 9 has been pinned on the Kampala Capital City Authority offices notice board requiring Lukwago to appear before the tribunal on July 22. This follows reported attempts by the tribunal to hand-deliver the notice to Lukwago and have him acknowledge its receipt but in vain.

In a telephone interview, the secretary to the tribunal (name withheld) said: “The tribunal served him and he declined to acknowledge receipt. The tribunal then sought to use all available means to relay notice of the hearing.”

An excerpt of the notice reads: “Take notice that you are hereby required to enter appearance by yourself or your counsel. If you do not, the tribunal shall proceed to schedule its subsequent activities.”

The notice is supported by names of 17 city councillors and is signed by the secretary.

However, when asked whether he knew about the notice, Lukwago retorted: “You ask the person who pinned it there.” Asked if he would appear before the tribunal, he said: “Ask Robert Kabushenga (Vision Group CEO).”
